State Budget Eliminates General Education Dual Enrollment and Huskins Programs at NC Community Colleges  

 

As a result of the recently approved state budget by the Governor’s office, the previously offered dual enrollment and Huskins programs for General Education courses are no longer being offered by North Carolina community colleges; career and technical courses, however, will continue to be offered through these programs. This affects Surry Community College and the high school students in the college’s service area—Surry and Yadkin counties.

As a result, all Huskins courses previously scheduled at the Yadkin Center and Workforce Development Center this fall have been cancelled. Likewise, these students will also not be able to enroll in General Education courses other than math and science. Without the state-supported full-time equivalency (FTE) funding, colleges cannot afford to provide these programs.

FTE funding is based on a precise calculation that covers much more than tuition expense, such as faculty salary, student development services, and other indirect expenses related to offering college courses. However, high school students still have an option to continue to receive tuition-free college credit for General Education courses through Learn and Earn online options.

Learn and Earn is now the only tuition-free option for high school students taking General Education courses through community colleges. They are courses provided 100% online through the college’s Distance Education program.

High school students who were enrolled in Huskins classes this fall at the Yadkin Center and Workforce Development Center will have the option to take the same class through this online program; classes start on August 27, 2009, and registration is required by August 25, 2009. Previously enrolled students are asked to visit the college’s website at www.surry.edu/learnandearn for details on the new Learn and Earn courses, registration, and online training, as the college is using a new Moodle platform this year for all online classes.
